http://www.mapquest.com/maps?city=Mequon&state=WI&cat=Libby+Montana&country=US&latitude=43.236401&longitude=-87.984398&geocode=CITY

Registration and Lunch will start at 1:00 p.m.

The Convention will start at 2:00 p.m.

Only currently paid members of the Democratic Party, as verified by the State Party HQ, can be Delegates to the Convention.  Guests are allowed, but not allowed to vote.  If there aren't enough Delegate positions available, you can ask to be an Alternate and can be raised to Delegate level, by your County Chair in the event that your Delegate does not attend.

The County Party officers are responsible for putting together the lists of Delegates and Alternates who will attend the CD Convention and the State Convention.  The State determines the quota (total number of delegates) you are allowed to have.  In Counties that are part of multiple CD's, County officers will need to sort out the delegates from their counties according to the CD they belong to, in the lists that they send to both the State HQ and the CD Chairs.  The cut off date for sending the county lists of Delegates and Alternates to the State and the CD Chair, is 21 days prior to the convention.  Anyone wanting to be a Delegate at either Convention should contact their County Chair or other appointed official to make sure that they are properly listed on the official list being sent to the State Party HQ.  Double check with the State HQ BEFORE the deadline to make sure that you are properly listed ON THE LIST, in case you need to make any corrections.

Total Delegate Quotas from Each County in the 5th CD are as follows:

Jefferson County 4

Milwaukee County 54

Ozaukee County 22

Washington County 29

Waukesha County 80

The cut off dates for paid memberships to be in to the State Party HQ is fourteen days prior to the CD Convention, for you to be a valid Delegate.  DON'T WAIT UNTIL THE LAST MINUTE.  Get your memberships in NOW.  It takes up to three months for a credit card payment to be validated to the State Pary and updated on their data base, and up to two months for a check payment.  If you are going to wait until the last minute, you will need to DRIVE your membership, with a cash payment, to the State Party HQ, 14 days prior to the Convention, and make sure you get there before 5:00 p.m.  If you payment is not VALIDATED, even if you made your payment by the cut off date, you can still be refused a seat as a Delegate.

Since this is a Midterm election year, we expect to have a large number of candidates speaking at the Convention.

We will also be voting on any edits or approvals of the Party Platform, which will then go on to the State Convention for final approval by all of the gathered delegates.  60% of the votes of the delegates on the floor are required for any proposed amendments from the Convention floor.  (In the case of CD Conventions, these would only be recommended amendments to be submitted for approval by the entire delegate body at the State Convention, which would then require 60% of the total number of delegates on the floor to pass.)

Resolutions will also be considered.  A maximum of ten resolutions from each county, which have received the most votes at a county party meeting, will be reviewed, edited as necessary and a total of ten resolutions out of all of them will be submitted to the Platform and Resolutions Committee for final approvals at the State Convention.  A maximum of ten resolutions from each county must be provided to me (via email at the address at the end of this posting), by a County Officer, a minimum of ten days prior to the Convention.  Click on the Platforms and Resolutions link on the left margin of this page to get information on how to write Resolutions, and get an idea of what Platforms and Resolutions have looked like in the past.

We will also be voting for a Platform and Resolutions Committee Representative (voting) 3 year term, and a Platform and Resolutions Committee Alternate (non-voting) 1 year term.

Anyone interested in being elected to those positions should contact me in advance, or have someone move and second your candidacy at the meeting.

Two individuals will be appointed to two State Convention Committees (1 person to each committee).  The committees are the Credentials Committee and the Rules Committee.  It is helpful to have some background and experience in party policies and the Constitution and Bylaws regarding party functions, but it is also helpful for those who are interested in getting a better understanding of how things work.  Let me know if you are interested.  Contact me at:  Chair5thcddpw@gmail.com

If anyone is interested in being a guest speaker at the event (Democratic Candidates or Party Officers and Elected Officials), please contact me at the above email address.

April 13 program on Universal Right to Quality Preventive Healthcare (& what we can learn from the Global South)

Quality & Preventive Healthcare as a Universal Right

and what we can learn from our neighbors to the south

Hear Dr. Luther Castillo

Featured in the movie "Salud" & now leading the largest international health mission in Haiti

Tuesday, April 13, 7pm

Central United Methodist Church,

639 N. 25th St. , Milwaukee

This is an invitation to attend & to consider co-sponsoring or otherwise supporting the April 13th program in Milw. on the Universal Right to Quality Preventive Healthcare (& what we can learn from innovations from the Global South, in less-resourced nations). All sponsors will be welcome to have table space for literature re your programs, etc.

This will not be theoretical, but based on direct hands on experience, featuring Dr. Luther Castillo, featured in the inspiring & award winning movie "Salud," which I also urge you all to see and screen if you have not already. (Available from at least the Milwaukee, Shorewood Racine Public Libraries, from UWM's Center for Latin American and Caribbean Studies; from Peace Action WI, 1001 E. Keefe Ave., Milwaukee, (414) 964-5158. My office, for the Wis. Coalition to Normalize Relations with Cuba, has copies to sell for only $16, $20 post paid; or we can loan out copies for free, with a $15 deposit; call 273-1040 & ask for Jackie, jwalker@igc.org. You can also order it & see more info from www.saludthefilm.net.)

Note that there will be a similar program at Carroll College in Waukesha at 7pm on Monday, April 12

(at Wisconsin Ave., free parking south of the Church) Free & open to the public

Also featuring Dr. Paul Brodwin, who teaches Medical Anthropology at UWM and the Medical College of Wis. He has extensively researched the delivery of medical services in developing societies, and will discuss how innovations from the "global south," such as the model of community health workers, could help improve the broken US healthcare system.

Dr. Castillo represents a fresh approach to the healthcare crisis affecting not only the US and our lack of a comprehensive system to deliver healthcare to the whole population, but also worldwide, where is there is a huge brain drain of medical talent from developing nations – even without natural disasters such as the earthquakes in Haiti and Chile.

Featured in the award-winning movie "Salud," Dr. Castillo presents an inspiring life story. He is one of the first Honduran doctors from the Afro-Indigenous Garífuna population. He was president of the first graduating class of the renowned Latin American School of Medicine in Havana, established exclusively to provide free medical education to students who promise to return and work in their under-served communities after they graduate. Preventive medicine, rather than commercial medicine, is its core value.

Dr. Castillo and other LASM graduates established the first medical clinic serving the Garífuna people. He was named as "Doctor of the Year" by Rotary International in Honduras. He spoke to the National AFL-CIO convention right before it passed its resolution condemning the military coup in Honduras. He has been targeted by the military coup government and was a major spokesperson for the Honduran resistance to the coup. He now helps supervise over 750 doctors from over 20 countries (including the U.S.) working in at least 20 medical encampments in Haiti, forming the largest international mission working in Haiti today, including hundreds of Haitian doctors educated for free in Cuba. For an update see

"Dispatches from Haiti" at http://mediccglobal.wordpress.com.

Please join us sponsoring this program to advance the discussion in this country about healthcare as a right, domestically and internationally, and the importance of preventive medicine if we are to solve our current crisis. Current sponsors include Latin America Solidarity Committee; Peace Action Wis.; Grass Roots North Shore; Pan-African Community Assn.; Central United Methodist Church; Progressive Students of Milw.; Milw. Students for a Democratic Society; Wis. Coalition to Normalize Relations with Cuba; Local 212, Am. Federation of Teachers, AFL-CIO; Youthaiti; and the Council for the Spanish Speaking, Inc.

For more information, contact Art Heitzer by April 4th at 414-273-1040 ext. 12, aheitzer@igc.org; or the Latin America Solidarity Cmte. at 414-507-3745, lascmilw@gmail.com.
